- While 2026 premiums are increasing statewide, the enhanced federal subsidies under the Inflation Reduction Act remain in place (U.S. Department of Health and Human Services [HHW], 2025).
3. New Plan Options & Rate Adjustments
- Covered California reports an average rate increase of about 6% for 2026, though this varies by carrier and region (Covered California, 2025b).
